Disconnected Penalty

I was playing a match and the killer would down us like normal but never hook us. He mostly targeted me because he would let my teammates heal in front of him , which was very weird. We eventually did all the gens after 30 mins! Since I was the only one who was doing them , we soon opened the gates and I got downed and picked up . 5 seconds after that he disconnected but I got a penalty can someone explain why?
