Why the heck doesn’t “Iron Will” work when im in the dying state crawling around?!

Killers already have Deerstalker,Whispers, BBQ, and we get crows for staying in a spot too long. Why should killers be able to hear me grunting if I’m crawling around with “Iron Will”. That’s just dumb to me. Make it happen BHVR. Perk is great, just kinda let down I can’t be stealthy when downed since I’m using the perk.
