Thoughts on items as basekit?

My brother, brand new to this game brought up this suggestion as a QOL/balancing choice and I actually thought it was worth exploring, esp with the announcement of roles in 2v8.

I wonder if it would be better if they limited how many items can be on the same team but we make them basekit available instead of items in the bloodweb. After all the killers power is their basekit. They just pull add ons offerings and perks from the bloodweb. Then all the items could be tuned around the level of strength and charges that the devs want by default instead of there being better or worse ones and you can make the add ons balanced around the single standard flashlight or medkit etc. And this takes less pressure of the bloodweb for survivors. They don’t have to worry about item loss anymore which feels like a lame mechanic anyways.

As for amount, I would probably do max two of each item. That way some diversity is encouraged, without being hard limited. It would also remove the flashy gang bulky squad unless you found them in trial (maybe even have the trial ones be better so that searching chests is a bit more useful) and encourages some unique builds and strategizing from both sides as to whom to try and target depending on various skill and competency.
