I really like the direction that behavior was going with the rework, but certain aspects needed significant alterations. Here is my proposal for what should be done.
Slugging : Slugging is one of the main issues with the rework, as their attempts to curb this tactic did not really get the job done. The player could simply leave Victor on a downed survivor and use the haste on Charlotte to go after somebody else.
Solution : Victor should be the only thing keeping the survivor on the ground. While Victor is on a survivor he immobilizes them, and keeps them on the ground for Charlotte, but the moment he leaves their back, the survivor is immediately picked up from the dying state and back to the injured state. This allows nearby survivors to have a more profound effect on the killer's power and focuses the killer's attention on the downed survivor.
Victor's Rampage : I think we've all seen the amount of destruction that Victor could wreak on a survivor team on the ptb, which should absolutely be retuned. Simply increasing Victor's cooldown after a successful hit should be more than enough to bring down his lethality. By how much this amount should be, I'm uncertain. Perhaps 1 or 2 seconds more, in order to balance smoothness with fairness.
Conclusion : It was sad to see such a good idea for a twins rework be scrapped instead of expanded upon and tweaked. I doubt the devs will see this post, but if they do, I hope they bring this into consideration.
