First picture is the Clown's very first skin, back when skins and the shop were first introduced, and the second picture is of his latest skin in the Scorching BBQ event.
This is basically unanimous for every new skin, the Skull Merchant has an body piece, the flavour text of which reads, and I quote; "The dress was crafted using high-quality scraps of fabric", because yeah, we don't want to learn more about the killers, their origins, motivations, their feelings of hatred or hunger for revenge, we want to know how well made a dress is.
Seriously, back in the day you'd have skin descriptions that would tell you more about a killer, like Hag's 'Queen of the Mire' skin is a tragic realisation of what her life could have been were it not cut short by the cannibals, or Plague's 'Sea Goat Worshipper' skin tells you about a god she used to follow in vain hopes of finding a cure ailing her people.
