Is camping a survivor on the ground after downing them a bannable offense?

The recent announcements by BHVR about the new counter to face camping, an unnecessary overreaction in my opinion, has got me thinking about possible alternative ways campers could play. Could a killer slug a survivor, and camp their body until they bleed out, or is that against BHVR's TOS?
