Fire Savant Sorcerer & Scorch - 15 Second Cooldown @ Rank 3?

As the title says, this seems to be the case for me. The tooltip indicates at Rank 3 of Scorch it should be a 5 second cooldown, but it's *still* 15 seconds, regardless of whether I have 1 or 3 ranks in the Fire Savant AP. Known bug, or am I nuts?
