Why Didn’t the planet trade business take over Namek sooner or incorporate them into Friezas Army?

Think about it when Vegeta & Napa came to earth they were able to recognise that piccolo was a namekien, So this means the higher ups of the Planet Trade Business would have known about Namek, why didn’t they conquer it or incorporate Namekian warriors into the Frieza Force,
