Many people who have affections for a buddy feel compelled to make a big show of expressing their sentiments. However, this frequently causes awkwardness and backfires. It makes the other person feel uneasy. It puts them on the spot and is completely unnecessary.
There's no need to express yourself verbally. First and foremost, they are quite likely already aware. If you want to ask them out, don't make it a huge issue. Simply asking them out on a date shows that you are interested in more than friendship. Choose an evening activity, such as supper or cocktails, that conveys romance and is not typical of a buddy hangout.
If they refuse, you have an answer. It's a good idea to keep your distance till your sentiments diminish. It's dishonest to pretend you're content with friendship when you really want anything more.
