Weird to ask a girl at a bar if she’s down to go to a concert for 1st time out together?

So my friend (24M) met this one girl (22F) at a bar who was sending good signals. They were flirting and vibing pretty well from my perspective. Both into a pop punk and a MGK concert is coming up. He said that none of his friends were into that genre, and asked her if she wanted to go with him, to which she replied yes.

So I guess my thing is, is it ok to suggest an activity like that after just 1st meeting the person at a bar? Or should you do like 1 official date/night out before suggesting something like that? And should he be paying for her ticket?
