Is dating the best way to move on?

I(17F) grew up homeschooled, met a guy at church 3 years ago and we became really good friends. About 1.5 years ago we fell for each other hard, but because we were both 16 at the time his parents didn’t really want him to get involved in a relationship he wasn’t able to really pursue (no job, driver’s license, etc.) I started college the next fall and moved 1.5 hrs away. The distance was tough but doable. Right before I moved, we had a conversation that basically clarified that we intended to start dating as soon as we either turned 18 or I finished school. Kept contact the whole time and talked nightly, and I was pretty convinced he was the one. But6 weeks ago, just before the end of freshman year, he called me and said we needed to take a break because it might not be healthy to wait for so long for something that might not even happen. Then he didn’t make any effort to contact me. I was crushed. I know I need to move on and put him behind me, but I really crave a new relationship and I want to start dating again. Technically we never dated though, so I have no idea what I’m doing. Is this a bad idea? How do I even get a date?!
