Why do ladies freely give their phone number then never answer?

The title explains it. I have had this happen more times than I can count. While out and about, after a little flirty banter, I have asked a lady for her phone number and that I’d love to take her out soon. She gives it without hesitation. I shoot her a text over the next day or two and crickets. The question is why? Why even give it out? Why not just say she has a boyfriend or just a “not interested”.
