Context:

So I had just got back from the store and was unloading groceries when my upstairs neighbor walked up to me and said "Hey do you live in (apt #)?" and told me she lived right above me and apologized for any of the loud noises because they drop things on the floor frequently. I told her not to worry about it because I'm always playing music loud. We had a small chat introducing ourself meeting for the first time as neighbors. She told me she has a ring cam on their door if I ever need something just go up there and talk into the camera & I told her if they ever need anything feel free to knock at my door. I think she told me she was a chef (forgot if she invite me to go eat sometime or not) or something as well. Anyways after that I continued unloading groceries and we went our separate ways.

Was she flirting with me?

If she was, what is the next move she would want me to make? Or what is the next move that I should make?

Edit: Forgot to add I walked past her on the stairs very fast moments before this without saying anything because she was carrying something up stairs and I didn't want to get in her way. Then after this while I was digging in my trunk for groceries is when she approached me.
