Data Recovery with an I/O Error

I have looked into this a bit and I have a hard drive that is failing. It was making noises and it shows the files on the hard drive sometimes but they take a while to show up, but I can't do anything with them like transfer them or play them if they are videos. From what I understand the data is basically lost unless I pay like a thousand dollars to someone to recover it. I just wanted to check here before giving up. Also would the hard drive be safe if I just unplug it and keep it in storage until a possible day in the future when I can afford to have the data recovered or will it still deteriorate further?
