Given the data from just this image and nowhere else I have to assume there are no motor vehicle roads in Hawaii. Everything is a pedestrian path or non public road and not subject to traffic laws.

That's it!! I'm going to start a movement to force a bridge to be built between Alaska and Hawaii. I don't see any issues with a 1,600 mile bridge. Then to wrap it all up. We'll buy a very small sliver of British Columbia Canada, and finally have all 50 states connected via American freeway system.
