Pretty new, need help with NPC Summons

I have no idea why they aren’t showing up, or what I have to do to make them show up. I’ve used the white soap stone close to where walk throughs tell me they are supposed to be. I’m about to fight the butterfly, and apparently some witch one is supposed to be at the bottom of the stairs under a bush, but nothing there. There wasn’t anything on the ledge for the fight against the two gargoyles either.
