Does the Knights Ring not work when trying to meet a two handed str requirement?

For instance at 13 str I can’t two hand a weapon with a 20 str requirement, but even with the knights ring(str 18 now) I could not two hand the weapon with a 20 str req. Does the knights ring only apply to being able to 1 -hand?
