I can't summon anyone. Need help/feedback.

So I recently made a new character and I've noticed today that I can't see any summon signs from any randoms. however when I lay my sign down, I almost get instantly summoned. Also I can summon my friends via password, but I can't see signs of randoms like I said. I have tried everything from quiting the app, to resetting my Playstation. I'm really frustrated and confused and would love some help!
