MSI R9 390 low clock speed issues

Hey guys, I've posted here before about my weird lag problem and I think I know what might be causing it.

I have never seen my R9 390 having a higher clock speed than 600MHz in this game. It's only in this game because I have expected performance in games like Overwatch, The Witcher 3, GTA etc.

It's causing me to have about 40FPS on average... which is a pain in the ass when PvPing. Does anyone know how this can possibly be fixed? It's been persisting through the last couple of driver updates.

Power efficiency tends to turn itself on every now and then, but it was off when I was playing DS3.

Any help would be greatly appreciated

i7 2600 @ 3.4GHz
8GB RAM
MSI R9 390 8GB
Windows 10 64 bit
