A little confused

Just beat Oceiros and went to the shrine to level up. Lvl 85, 30 strength and when I go to level any stat it goes up by 1. Wether it's Vit or Str or Dex. I am embered and not sure if that matters but I know the soft cap is 40 for strength so I feel like the return is wrong. Any help greatly appreciated.
