Do the harald knights respawn?

I'm in the Ringed city stairs where three harald knights spawn and I swear to god I killed them, another 2 appeared, I killed one of them, i come back down AND THERE'S 2 AGAIN? This is so fucking dumb because im trying to go right where the Ringed Knight is with spammed curse fuckers are, but the harald knights follow me there and it makes the whole thing impossible.
