What would it take to set up a community network?

Say I want to set the core of a mesh network here: http://goo.gl/maps/iqHEJ
I want to bathe those two blocks in Wifi and then have several high gain antennas on roofs pointed outwards in various directions for the surrounding community to connect to. What sort of gear would this take?
