My whole crew of 18 members is either level 3 or level 0. What Now?

So I Have to kill the Wizened Hag and the Swine prince. However all my good characters are over level 3. Then i have about 6 recruits that are level 0? I don't have any Short or even medium Missions to get my guys experience.
Any advice?
