How to get the nail brush cutscene in V3?

I feel like an idiot asking this, but I can’t figure it out. I know I’m supposed to talk to Tsumugi on the morning after you go to the library with Shuichi, and I found the conversation where she mentions it, but I haven’t been able to go to the school store at all to get the nail brush? It always says stuff like oh I can’t go here I need to meet everyone in the dining hall. When can I get into the school store…? It’s locked when you first meet everyone :(
