How to fix these problems?

whenever i play the game stutters randomly, and I can see the curser when this happens, and when I start a new game and don't enable the tutorial the player character is stuck in place. how do I fix these issues? I'm playing on Windows 10 with DFU 11.7.
(sorry for the constant questions, I'm an idiot who can't set things up right).
