What to run before Kepeleke?

Curious what's the best bet while waiting for Kepeleke drop?
I tried Touch of Death, but it was worse even than Evade spam without Sepazontec. Really weak.
Just Quill Volley? Or is there a different build that's better if you don't have Kepeleke? Stinger, maybe?

I'm doing quill volley. Use the key passive "vital strikes" which generates 5 vigor when you hit an enemy that's vulnerable.
