Foldable budget hooded cycling rain jacket?

Hey everyone, I’m struggling to find a budget cycling rain jacket.
I got this one for pretty cheap from Decathlon (https://www.decathlon.co.uk/p/men-s-rain-jacket-rc100-blue/_/R-p-306722) but ended up returning it. It was pretty uncomfortable, difficult to fold and felt like I was wearing a plastic bag. I’m on the lookout for one:
- has a hood, preferably with ability to tighten down to get a snug fit around my head
- at least one pocket
- foldable, ideally something I can tuck away in a frame bag
- vents
My budget is around $70. Would appreciate any suggestions, especially ones that you’re currently using.
