Buying new 35c tyres for my bike, which inner tube is best to get: 28-35c or 35-45c?

I'm buying some new 35c tyres today and I'm wondering which inner tube would be best to go with it. The size I'm getting is either right at the top end (28-35c) or the low end (35-45c) of the inner tubes I'm looking at. Will it make a difference which one I go for? I was planning on going for the thinner 28-35c tubes.
