Gorilla Arms dont build charge?

Hello! New to the game (PC) and I've been using gorilla arms. I keep hearing that they're supposed to build charges when you do the combo (light attack string?), and then you can use them to one shot people with a strong attack. However, my strong attacks never do anything special, and I dont see a charge meter anywhere while using gorilla arms. It's strange because there's also a red number next to them at the bottom right that seems to change between 0,1, and 2, completely at random. I upgraded the tier 2 arms to tier 3 and still no change. Am I doing something wrong? Thank you!
