Yes, the effect is meant to be a game winner.
Yes, I know it's kinda busted to deal with.
The Attribute and Type are meant to be unique, and nothing would really work well with Light Attribute like I wanted.
I actually wanted to make it Level 13.
Rulings include it not actually mentioning Yubel in its main text, and being unable to use Pendulum Monsters in the Pendulum Zones.
Literally the only reason for the Draw Skip is to let the opponent have 1 turn before Scooping Phase if they can win. Ya know, assuming they're not absolutely vaporized by the ATK being inhumane & the LP effect damage on top of that.
I figured make Battle Destruction tricky, and essentially a God vs God thing too. Or Parasite Ticky holding Moon Mirror Shield.
