Csuf application status

Hi everyone i just have a quick question. I went to student homepage in the csuf portal to check my application status. It has the accept/decline button and when i clicked it said that our records indicate that you have not been offered admission for the application term that you have selected. Only admitted applicants can accept and decline admission to the university. Does it mean im not offered admission or they havent announced it yet? A lot of students received their conditional admissions though.
