Nested Expanding Headers (on hover or click)

The actual work/testing is being done at /r/MelonCSS/wiki
You can see that each section is divided up by an h2 that then has a ul and then an h3 with a blockquote under it. Unfortunately the small gap between the various links causes this set up to collapse before the user can actually hover over each nested section. How can I abuse CSS so that it will let me travel down the "menu"?
