Adding a link to a scrolling image.

So, our subreddit has had a picture in the bottom right corner that floats with the page, and I'd like to make it link to somewhere. What we have now.
Currently the CSS for it is:
body:after {
content: url(%%Jonangel%%);
position: absolute;
bottom: 0;
right: 0;
position: fixed
}
So, anyone know how to make that link to a website?
