How do I provide the option to filter submissions by tags?

Hello. I've been working on /r/Decoders, and I was hoping to get advice on adding the option to sort users' posts based on specific tags, similar to the way /r/gallifrey has done (as seen in their sidebar under "Filter by tag").
Not sure if it is exactly all CSS stuff, but hopefully you guys can help me figure it out. Thanks!
