People have been posting all kinds of articles about the .NET Framework being open sourced, but haven't been posting links to the repos. So, I thought I'd save everyone the trouble and do it myself.

Also, there is a new edition of Visual Studio called Visual Studio Community. It is free for non-enterprise development and is supposed to be on-par with Visual Studio Professional. Specifically, it supports extensions and other functionality that is conspicuously missing from VS Express.
