Does going to the office improve the probability of promotions?

Let's say you're in a dev role. If you work remotely, you would only interact with people you work with.
If you go to the office, you can get into office politics, talk to people outside your team, perhaps have lunch with C-level people, make senior leadership like you, and try and get into a leadership role.
Is this a fair assumption or would you argue that you have equal opportunity to climb the corporate ladder working remotely?
