Is it possible to become a SDE Manager if you're just an average developer?

Do you need to be an above-average developer to progress into a manager position or can an average or below-average developer also become a manager?
I would like to code less, and do more people managing stuff, where I'm interacting with business people and engineering. So, I'm not looking to be a tech lead.
