Suppose two people: both of them have equal tech skills but one is proficient in both German in addition to English. Will the one with German proficiency be able to command a higher salary?

I used to think it is obvious that knowing German will help in a software career. However, I keep being told by other software developers that learning German is not needed for a software career. I live in Berlin.
