How to deal with an unproductive team member?

This isn't EU specific but I'm based in the UK so I thought I'd post in here.

I'm a senior developer and there's another senior developer in my team. He's someone who does a lot of coding on the side as a 'side hustle' and working to develop his brand by writing blog posts and creating Youtube videos.

I think he spends a fair amount of time during working hours to work on his own stuff as he has periods where he goes offline throughout the day and given his attitude to working on other stuff.

I don't have an issue with him working on other stuff however I feel like I'm much more productive when it comes to the work workload and it seems as though I'm doing much more work and I'm conflicted whether to raise this with my manager and if so, how to do it professionally?
