Is this a common practice in the contracting industry?

In the beginning of 2020, I was thinking of working for an agency that staffed people with CS degrees. They had a special program where I train on minimum wage, then get the job at the proposed salary (assuming I 'won' the spot). Even though I was desperate, I didn't fully trust them, but I was able to terminate my contract without any conflict.

After I quit, I asked some of my former co-workers how things went. The number of spots available dipped from the original 21 to 7. Apparently, the instructor had to leave the country after the first week and teaching for the position has been a mess.

How common is this within the contracting industry?

What are some other horrible things happen in this industry?

For anyone who wants an update: I suffered for a year, went back to community college for a certificate, and I've just been hired for a job (lower-end starting pay, but very good benefits, not contract).
