I have a 2014 Chevy Cruze and the Voltage on it fluctuates heavily.

When first turning on my vehicle the voltage reads at 11.5 - 12.7. While driving, voltage may peak at 13.3 or it can decrease down to 10.5 causing issues like the power steering failing and the stablelink as well.
I have replaced the negative battery cable. I have a fresh new battery and alternator. I don’t see any blown fuses on the fuse box.
I’m at a loss and hope you guys can give me some advice
