Perfect Circle Achievement

So I'm on generation 4 of completely inbred and Haven't gotten the Achievement, I've had the spy master(33 skill and later his Son 31 skill) in the last 3 generations looking to make sure none were bastards. Stated as a Custom Character, Married a Random Norse Woman from an Event that Was Of a House with no one else Marrued Son and Daughter, And kept doing that. Now is generation 4 and it's not triggered. What's gone wrong?
