Difficulties Recording CRT TV

I recently purchased a crt tv to use mainly for video art, but also as a monitor. I've had no issues feeding my work into the CRT TV, but recording it has presented other problems. I tried both my phone and a mirrorless DSLR, but both have left banding in the frame. Shutter speed isn't the issue, as at 1/30 or 1/60 the lines are gone, but banding remains. Are there any other potential fixes? Looking for any solution.
