Possible Bad Transformer?

I have a Viewsonic V90af monitor with power issues; it will only power on for 10-15 seconds before restarting over and over.
I looked inside and didn’t find any obvious cap leakage or bulging (have not tested with a multimeter), but I did find this transformer.
I’m not sure if the brown goop is just epoxy or if something has happened to it. In either case, could this be causing issues and is it replaceable like a capacitor? What would I look for?
