Crow sick or injured?

I found this crow on the ground in the shade of a tree this afternoon. It's been there for 4 hours now. At first I thought it was a fledgling but it is pretty big. I can walk right up to it and it doesn't fly away. It did try to stand up but it seemed like it couldn't. I got some water and put it beside it but it doesn't seem like it wants to drink. What should I do?
