How do you get 44 stitches out of 64 rows??

I'm working on a cute beret style hat and I'm still stuck on the ribbed band of the hat, because a sc stitch evenly spaced around got me 32 from 64 rows, not 44. Am I missing something, or is it an error in the pattern? Here's the pattern in question
