Help understanding crochet pattern

I'm currently trying to understand this pattern from Edward's Menagerie by Kerry Lord:

Rnd 4 (Dc3, dc2 into next st) 6 times. (30)

I don't quite understand what exactly I'm supposed to do here. Do I do three double crochets in the same stich and then two in the next and repeat that six times? Should I then have 30 stitches in my circle all together? The pattern continues up to 6 double crochets in the same stitch which seems like quite a lot...

Then later on it says:

Rnd 13 Dc30, (dc4, dc2tog) 3 times. (45)

Do I do one double crochet per stitch? And what does the (dc4, dc2tog) then mean?

I'd be happy for any help!
