Season 10 & Below Spoilers

In season 5 episode 11 (Retaliation), when they rescue John’s wife from the building, they see a man (on drugs) and Derek mentions to get him out of there and police are handling him. He looks eerily like Paul Troy from the season 10 episode Rock Creek Park (brother of the Congressman Benjamin Troy). Thing is Paul Troy did have a history of addiction and in Retaliation the man in the building was clearly high on drugs so it could be him? Anyone else had the same thought? Same or different actor? Always noticing some new details on my rewatch lol.
