Can't create a offline server after installing a mod

https://gamebanana.com/mods/459371 I installed this weapon mod here after installing it I went to offline to test the mods and when I did I just couldn't boot up dust 2 offline, it kept kicking me to the menu. Now I could join a lobby online and it worked fine, but why am I no longer able to make a lobby offline?
