A foam question

I'm trying to make The Service Weapon from the game Control. Luckily, it's pretty simple, but unfortunately I only have the EVA foam you get from Micheal's. And I don't have access to my dremel for the time being. Does anyone have any tips on how to sand this Micheal's foam so it's not fuzzy? Do I need a higher grit sand paper? Do I need to hit it with a heat gun after sanding it? Or should I just suck it it up and buy some higher quality foam?
